Chicago’s flat and low-slope roofs face hot sun, wind, heavy rain, snow, and repeated freeze-thaw cycles. When water appears inside, the visible stain is only a starting point. Water may enter at a seam, flashing detail, penetration, drain, parapet, or damaged membrane and travel before it becomes visible indoors.

That is why a useful estimate should answer two separate questions: where is water entering, and how much of the roof assembly is affected? A localized defect on an otherwise serviceable roof can be a repair. Widespread deterioration, trapped moisture, or a damaged deck can change the responsible scope.

When a targeted flat-roof repair may make sense

A repair is most reasonable when the problem is isolated and the surrounding roof remains in serviceable condition. Examples can include an open TPO seam, a puncture, a failed flashing detail, a loose edge, a small damaged area of modified bitumen, or a leak around one penetration.

The inspection should still check beyond the obvious spot. A repair is more likely to be appropriate when the membrane is generally sound, insulation in the affected area is not broadly wet, the deck is stable, drainage works, and the roof does not have a pattern of unrelated leaks across multiple areas.

Signs the decision may be larger than one patch

  • Leaks return in different areas. Several unrelated entry points can indicate that the roof is losing reliability as a system.
  • Deterioration is widespread. Extensive cracking, open laps, blisters, wrinkles, corrosion, or failing flashing cannot be solved by treating one visible symptom.
  • Insulation is wet. Covering wet materials can trap moisture, reduce insulation performance, and hide deterioration below the membrane.
  • The deck is soft, corroded, sagging, or deteriorated. The supporting deck must be evaluated before another roof system is installed over it.
  • Drainage remains poor. A recover that leaves the same low areas and ponding-water problem in place does not correct the cause.
  • Multiple roof layers already exist. Existing layers, material compatibility, added weight, attachment, and local code requirements all affect whether another layer is appropriate.

Repair, coating, recover, or replacement?

Targeted repair

A contractor removes or prepares the damaged area and restores a seam, flashing, penetration, or membrane section with materials compatible with the existing roof. The goal is to correct a specific defect while the rest of the system remains usable.

Roof coating

A compatible liquid-applied coating can be part of a restoration plan for a roof that is dry, stable, properly prepared, and suitable for that product. Coating is not a substitute for removing wet materials, fixing failed flashing, repairing damaged areas, or correcting drainage first. Adhesion and compatibility need to be confirmed for the existing surface.

Roof recover or overlay

A recover places a new membrane or roof system over much of the existing assembly. It can reduce tear-off when the existing roof is an acceptable substrate, but it adds weight and leaves much of the old assembly in place. Wet insulation, an unsuitable surface, deteriorated decking, incompatible materials, poor attachment, or existing layers can rule it out.

Tear-off and replacement

Replacement removes the existing roof system so the substrate and deck can be inspected and necessary damaged materials can be repaired. It is the more appropriate direction when the roof has little useful service life left, moisture or deterioration is extensive, the deck needs access, or a recover would not meet the property’s technical or code requirements.

What should be checked before choosing?

Map interior stains and compare them with seams, penetrations, drains, and flashing above.

Inspect the membrane surface, laps, previous patches, perimeter edges, parapets, and rooftop equipment.

Check drains, scuppers, gutters, downspouts, slope, and recurring low areas.

Review the roof’s known age, repair history, system type, and number of layers.

Look at the deck underside where accessible for staining, corrosion, deterioration, or movement.

Use moisture testing or carefully selected test cuts when hidden conditions cannot be determined visually.

Confirm material compatibility, attachment, flashing heights, roof-edge details, and applicable code requirements.

No single checklist item decides every roof. The National Roofing Contractors Association notes that low-slope reroofing decisions should consider the existing surface, wet insulation, roof-deck condition, perimeter conditions, attachment, load, drainage, hidden conditions, and local building codes.

The correct permit path and requirements depend on the property and scope of work. Before work begins, the proposed system should be checked against current city requirements rather than assuming every patch, coating, overlay, or tear-off is handled the same way.

Questions to ask when comparing estimates

  1. What is the likely entry point, and what evidence supports that conclusion?
  2. Is the problem isolated or present across multiple roof areas?
  3. How were wet insulation and deck condition evaluated?
  4. Will the proposed work improve or preserve positive drainage?
  5. Are the new materials compatible with the existing roof?
  6. What old materials will be removed, and what will remain?
  7. Which hidden conditions could change the scope after work begins?

Clear answers make it easier to compare scope instead of comparing only the bottom-line number. A low-cost patch and a replacement proposal may be addressing very different conditions.
